Sailing Instructions

  1. RULES
    1. The Regatta will be governed by The Racing Rules of Sailing (RRS), the prescriptions of US SAILING, the rules of the applicable classes (PHRF-MA or one-design), and these Sailing Instructions. The Jury will have final authority on all matters.
    2. The Regatta will be classified as a Category A Event as per RRS Appendix G.
    3. All boats participating in the PHRF Classes must possess a valid 1999 PHRF Measurement Certificate as of 0900 on 10 July 1999. (PHRF-MA approved provisional ratings will be accepted for new applicants.)
    4. Any questions regarding these Sailing Instructions must be submitted in writing to a representative of the Race Committee or Regatta Information Desk. The question and any response will be posted on the Official Regatta Notice Board (see SI 3, Notices To Competitors).
  2. ENTRY
    1. Entrants must meet all ownership, Class membership (where applicable), and measurement requirements, and must have completed registration and paid all fees with the regatta organizing authority before becoming official competitors. Separate classes will be designated for one-design boats with five or more valid registrations.
  3. NOTICES TO COMPETITORS
    1. Notices to competitors will be posted on the Official Regatta Notice Board located on the deck outside the first floor of the clubhouse.
  4. CHANGES IN SAILING INSTRUCTIONS
    1. Changes in the Sailing Instructions will be posted by 0900 on the day it will take effect, except that any change in the Schedule of Races will be posted by 2100 on the day before the change is to take effect. Changes will also be broadcast on the designated VHF channel each day at 1000 hours.
  5. SIGNALS MADE ASHORE
    1. Signals made ashore will be displayed from the official RYC flagstaff located at the club dock, and broadcast on the designated VHF channel.
    2. Signal flag AP (Answering Pennant) with two sound signals (one sound signal when lowered) means "The race is postponed." The warning signal will not be made less than one hour after the AP is lowered.
  6. SCHEDULE OF RACES
    1. Races are scheduled for both days as follows:

    3. The number of races to be sailed on a given day will be determined by the Race Committee.
    4. Signal flag A displayed at or soon after the finish will indicate that there will be no further racing that day.
  7. CLASS FLAGS

    3. The number of classes and class breaks will be posted at 2130 on 9 July 1999.
    4. Each boat shall display the designated colored streamer (or the class signal flag) from the backstay approximately six feet above the deck prior to the warning signal of the first class to start and shall remain in position while racing.
  8. COURSES
    1. COURSE LOCATION: The approximate Starting Area will be between Keyport "1" and Seguine Point, Staten Island, NY.
    2. Courses shall be sailed rounding all marks, in sequence, to port. The leeward rounding mark will be approximately 100 yards to windward of the starting line, and may be left on either side during the first leg of the course.
    3. Courses may be shortened by finishing at any mark, pursuant to RRS 32.
    4. The course for each class along with the magnetic bearing and distance to the first mark from the Committee Boat will be displayed on a course board located on the Race Committee boat at or before the warning signal. If course, bearing, or distance is unchanged for later classes, there may be a blank space rather than repetition on the course board.

  9. MARKS
    1. The original rounding marks (windward, leeward, wing) will be inflatable buoys.
    2. In the event of a course change during a race, the new mark will have a black band, unless the change is for the last leg, in which case the finish line will be used.
    3. In the event of a subsequent course change, the new mark will be an original mark or the finish line.
  10. CHECKING IN
    1. Before the warning signal of her first race of each day, each boat shall pass the stern of the Race Committee signal boat and hail her sail number until acknowledged by the Race Committee.
  11. START
    1. Races will be started in accordance with RRS 26, System 2 with classes starting at 5-minute intervals. The Class Flag (numeral pennant flag) will be displayed beneath the preparatory signal for each class.

      And so on as needed. The Starting Signal for the last class will be a red shape.

    3. The Starting Line will be between a staff (or shroud) displaying an orange flag on the Race Committee Boat and the leeward edge of the starting buoy. The Race Committee may deploy a "Keep Off" buoy astern which shall be considered part of the Race Committee boat for the purpose of RRS 28 and RRS 31.
    4. RRS 27.3 (postponement) is amended to read "If a starting sequence has been interrupted by an AP, the preparatory signal will be made one minute after the AP signal is lowered."
    5. Boats not involved in a starting sequence shall keep clear of the starting area and those boats preparing to start.
    6. A boat shall start no later than 10 minutes after her starting signal.
  12. RECALLS
    1. Individual recalls will be signaled in accordance with RRS 29.2.
    2. It is the responsibility of each boat to start properly. The Race Committee will attempt to notify the premature starters on the designated VHF channel. The order and timing of announcement shall not be grounds for redress.
    3. General Recalls will be signaled in accordance with RRS 29.3.
    4. RRS 29.3 is amended to read "When at the starting signal several unidentified boats are on the course side of the starting line or there has been an error in starting procedure, the Race Committee may signal a general recall (flag First Substitute). That class will start after the last class in the starting sequence. If more than one class has a general recall, classes recalled will be started in the order recalled. The start of the first recalled class shall be five minutes after the last scheduled start, and additional recalled classes shall follow at five minute intervals in their proper sequence."
    5. In the event of a general recall, RRS 30.1 (the I Flag Rule) will be in effect.
  13. CHANGES OF COURSE AFTER THE START
    1. A change of course after the start will be signaled in accordance with RRS 33.
    2. When changing the course after the start, the Race Committee will set a new mark and remove the original mark as soon as possible.
    3. A change in course after the start will be signaled, near the mark beginning the leg being changed, by a Race Committee boat that will display signal flag C and the compass bearing to the new mark, and sound a signal periodically. The change will be signaled before the leading boat has begun the leg, although the new mark may not yet be in position at that time.
    4. If the change of course only applies to certain classes, the numeral pennants for the affected classes will be displayed along with the change of course signal.
  14. FINISH
    1. The Finish will be approximately 100 yards to windward of the windward mark (for windward finishes) or to leeward of the leeward mark (for leeward finishes). The windward mark (for windward finishes) or leeward mark (for leeward finishes) is not a mark of the course during the last leg of the course. The finish line will be between a staff (or shroud) displaying an orange flag on the Race Committee boat and the course side of the finish buoy.
  15. TIME LIMIT
    1. If the first boat in its class does within 3.5 hours, the race shall be abandoned for that class. Boats failing to finish within 60 minutes after the first boat in their class finishes will be scored two points more that the last boat finishing. This modifies section 2.2 of RRS Appendix A.
  16. WITHDRAWL
    1. A boat which retires from a race prior to finishing shall notify the Race Committee either before leaving the course area or immediately after arriving ashore.
  17. SCORING
    1. The Low-Point Scoring System, section 2 of Appendix A of the RRS as modified herein, will be used.
    2. All races will be scored; there will be no throw-outs. One race must be completed for this event to be considered a Regatta. This modifies section 2.1 of Appendix A of the RRS.
    3. Ties will be broken in accordance with Appendix A2.3.
  18. RADIO COMMUNICATION
    1. The Race Committee will use VHF Channel 68.
  19. PROTESTS
    1. Protests shall be written on US SAILING forms available at the Official Regatta Notice Board. Protest forms shall be filed with the Race Committee within the protest time limit which will begin at the time of the mooring of the Race Committee signal boat and ends 60 minutes later. Mooring time will be posted on the Notice Board.
    2. Protest notices will be posted within 30 minutes of the protest time limit to inform competitors where and when there is a hearing in which they are interested parties or witnesses.
  20. HAUL-OUT RESTRICTIONS
    1. No boat shall be hauled out during the regatta, except with prior written permission of the Race Committee.
  21. CREW REQUIREMENTS & LIMITS
    1. Crew limits shall be in accordance with the PHRF-MA (or applicable Class Rule) Guidelines.
    2. The number of crew shall remain constant on any given day during the regatta unless the boat has written permission of the Race Committee.
  22. INSPECTION
    1. An inspection may be made during the regatta for compliance with these rules.
  23. PRIZES
    1. Prizes for daily first through third for Saturday and Sunday and overall class prizes for the regatta will be awarded on Sunday following racing.
    2. The Race Committee may award a Sportsmanship Trophy to worthy competitors. Nominations will be accepted by a member of the Race Committee.

  24. NOTES
    1. Competitors are reminded that Raritan Bay contains restricted channels and all sailing vessels must comply with COLREGS, amended.
    2. All times in these instructions are Eastern Daylight Time. Bearings are in degrees magnetic and are approximate. Distances are expressed in nautical miles and are approximate.
